Who we are

An advisory firm built around execution, not documents.

The Spartak Consult is a Nigerian management consulting firm working at the intersection of strategy, organisation and evidence. We help public institutions and enterprises define where they are going, build the structure and capability to get there, and sustain delivery long after the plan is signed off.

Our team is drawn substantially from inside the institutions we serve. Several of our principals spent their careers at the Central Bank of Nigeria — developing corporate strategy, running strategy execution, and managing development finance programmes at national scale. That grounding shapes how we work: we understand the approval chains, the budget cycles and the stakeholder realities that determine whether a strategy survives contact with an institution.

Vision

To be the advisory partner of choice for African institutions that intend to change — anticipating what is coming, navigating complexity, and achieving transformation that endures.

Mission

To combine institutional insight, analytical rigour and disciplined execution to deliver advice our clients can act on — and results they can measure.

Core values

How we hold ourselves to account.

01

Rigour

Every recommendation rests on evidence, method and tested analysis — never on assertion or template thinking.

02

Integrity

Ethical practice, candid counsel and transparent dealing. We tell clients what they need to hear, not what is comfortable.

03

Impact

We are judged by what changes in the institution, not by the quality of the document we submit.

04

Capability Transfer

We build the client team as we work, so the capability stays in the institution after we leave.

Practice detail

What each practice actually delivers.

01

Strategy Development & Execution

Our anchor practice

Strategy fails far more often in execution than in design. We work with boards and executive teams across the full arc — from environmental scanning and strategic choice through to the governance rhythm, dashboards and accountability structures that make delivery visible and correctable.

Track record

Our principals contributed to the development and execution of two full corporate strategy cycles at the Central Bank of Nigeria (2021–2024 and 2024–2028), including the first strategy developed in-house since the Bank's inception — including strategy awareness across 24 branches, monitoring of strategic initiatives across 29 departments, and the blueprint for the Bank's strategy portal.

  • 01

    Strategy formulation

Environmental scanning, strategic choice and the articulation of corporate direction.

  • 02

    Execution architecture

Translating strategy into initiatives, owners, resources and time-bound commitments.

  • 03

    Performance management

KPI and scorecard design, monitoring cycles and dashboards that make delivery visible.

  • 04

    Strategy adoption

Awareness, alignment and accountability across departments, branches and management tiers.

02

Organisational Design & Development

Structure is where strategy either becomes operational or quietly stalls. We help institutions test whether their current design can actually carry the mandate they have set themselves — and redesign it where it cannot.

  • 01

    Organisational review & restructuring

Testing whether the current structure can carry the mandate, and redesigning where it cannot.

  • 02

    Functional and role design

Clear functional boundaries, reporting lines and role accountabilities.

  • 03

    Job evaluation & grading

Defensible evaluation methodology and grading structures aligned to responsibility.

  • 04

    Competency frameworks

Capability requirements defined by role, used for recruitment, development and progression.

  • 05

    Change management

Structured transition planning, communication and stakeholder management through implementation.

03

Research, Policy & Advisory

Our research practice produces the analysis that underpins policy, investment and institutional decisions. It draws on economists and policy practitioners with direct experience of central banking, development finance and regulatory design.

  • 01

    Economic research & modelling

Macroeconomic and sector analysis, forecasting and econometric modelling.

  • 02

    Policy & regulatory analysis

Options appraisal, regulatory impact analysis and policy design support.

  • 03

    Institutional diagnostics

Assessment of mandate, capability and performance to establish an evidence baseline.

  • 04

    Economic master planning

Long-horizon development frameworks for states, regions and sector authorities.

04

Capacity Building & Executive Training

Our programmes are designed around the client's actual strategy documents, regulations and operating context rather than a generic curriculum. Facilitated by principals who have done the work inside institutions.

Engagement spotlight

Nigeria Deposit Insurance Corporation — Corporate Strategy 2026–2030

The mandate

NDIC required a five-year corporate strategy and a working execution system — a way to convert corporate objectives into departmental accountability, and to see progress clearly enough to intervene early.

Our approach

We ran the full lifecycle: diagnostic assessment, organisation-wide stakeholder engagement, executive visioning and scenario sessions, then design of the execution framework — KPIs, monitoring cycles and governance structure.

What it draws on

The engagement applies methodology our principals built and ran at the Central Bank of Nigeria across two corporate strategy cycles, adapted to NDIC's deposit insurance mandate and operating structure.

Related work includes strategy retreat facilitation for the North-West Governors' Forum, and stakeholder engagement training for the Infrastructure Concession Regulatory Commission.

How we work

Five steps, run in this order, every time.

  1. 01

    Diagnose

We start with the institution as it is — mandate, structure, constraints, politics — not with a preferred framework.

  2. 02

    Co-create

Client teams work inside the engagement. Analysis is built with them, so conclusions are owned before they are presented.

  3. 03

    Structure

Findings become decisions, decisions become initiatives, and initiatives become owned, resourced and time-bound commitments.

  4. 04

    Embed

We install the governance cadence, tools and reporting that keep delivery visible after we step back.

  5. 05

    Transfer

Capability building runs throughout, so the institution can run the next cycle itself.
